Cardinal Tong was born in Hong Kong but later moved with his parents to Guangzhou City, Guangdong Province, China. He received his formation for the priesthood at St. Josephs's Minor Seminary, Macau, and did his theological and philosophical studies at the Regional Seminary in Hong Kong and the Pontifical Urbaniana University in Rome. He was ordained to the priesthood
in Rome by Pope Paul VI. He also studied Chinese philosophy at the Chinese University of Hong Kong.
Bishop Tong has been teaching dogmatic theology and Chinese philosophy at the Holy Spirit Seminary College since 1970.
He has served as Director of the Holy Spirit Study Centre since its inception in 1980.
In 1992, he was appointed Vicar General of the Diocese of Hong Kong. He was appointed Auxiliary Bishop of Hong Kong Kong, Titular Bishop of Bossa, in 1996, and was
consecrated a bishop on December 9, 1996. On January 30, 2008, he was appointed Coadjutor of Hong Kong. He was installed as
Bishop of Hong Kong on 16 April 2009 upon the retirement of Cardinal Joseph Zen.
In Feb.18, 2012, he was elevated to Cardinal. He
retired on August 1, 2017. Upon the death of Bishop Yeung on 3 January, 2018, Cardinal Tong was appointed Apostolic Administrator to govern our Diocese during its vacancy with the faculties delegated by the Holy See.
Besides numerous articles and books on China and the Catholic Church in China, Bishop Tong has written An Introduction to the Book of Genesis for college students of theology and Scripture.
