Kuan Hsin-Chi is Professor Emeritus of Government and Public Administration at the Chinese University of Hong Kong.He serves concurrently as the Director of its Universities Service Centre for China Studies. Professor Kuan’s research interest lies in political culture and development.

       He has co-edited China Review (1991, 1992 and 1997) and contributed articles to The China Journal, The Journal of Commonweath & Commparative Politics, Asian Survey, Hong Kong Law Journal, The Journal of Northeast Asian Politics, International Journal of Public Administration, Democratization and Electoral Studies.
